You should always do what is comfortable for you and whatever gives you the best look. One advantage to applying foundation first is it prevents the 'cakey and dry' look that concealer can give when it is applied before foundation. Concealers have a much thicker and sometimes creamier texture. When foundation is applied under the eyes and all over the face and blended well, it can have a smooth appearance. Don't forget that sometimes we can get all of the coverage that we need with just foundation. So, the next time you apply your makeup, try applying the foundation first and then apply concealer if it is still needed.
